7. PERIOD OF PERFORMANCE: Five (5) years estimated to start o/a September 21, 2025. The services provided under this contract are expected to be of a continuing nature that will be executed by USAID through a series of sequential contracts, subject to the availability of funds, the continued need for services and successful performance.
8. PLACE OF PERFORMANCE: Nairobi, Kenya; with possible travel as stated in the Statement of Duties. A CCNPSC may be authorized to telework or remote work only from a location within the country of performance, and only in accordance with USAID, Mission and Chief of Mission policies. If remote work is authorized, the contractor’s compensation may be affected in accordance with the terms and conditions of the contract, the local compensation plan, and USAID policy.

STATEMENT OF DUTIES:
1. General Statement of Purpose of the Contract
The USAID Somalia Mission helps Somalia and its people to more effectively withstand disruptions and increasingly drive their own development. To this end, USAID/Somalia’s seven-year Collaborative Development Country Strategy (CDCS) (2020 - 2027) works to help targeted local institutions govern in a more legitimate manner, diminishing influence of Violent Extremist Organizations and enable marginalized Somali nationals/citizens to more effectively withstand shocks and stresses. This position will be based in the Mission’s Program Office. The Program Office manages and supports strategic planning, the design of new activities, monitoring and evaluation, donor and other partnership collaboration, and mandatory reporting requirements.
USAID/Somalia’s CDCS requires the Mission to work in an integrated manner to manage the portfolio and achieve the planned results. USAID/Somalia coordinates across-team and seeks synergy between technical contributions to the CDCS’ two Development Objectives (DOs). This coordination is led by the Senior Coordinator position. The Senior Coordinator will: (1) strengthen a shared understanding of Mission progress against CDCS DOs and (2) facilitate synergy, cross-pollination, and linkages between technical teams and among implementing partners (IPs) on CDCS DOs. The Senior Coordinator will be responsible for leading the Sequencing, Layering, and Integration (SLI) efforts. The Development Program Specialist (Senior Coordinator) advises the Mission Director, Technical Offices, and the Program Office on implementation of the Mission’s Development Objective (DO) 1 and DO 2 and coordinates work related to achieving results for the CDCS activities. The DO team is dedicated to directing USAID/Somalia’s projects to achieve DO 1: Targeted local institutions govern in a more legitimate manner, diminishing influence of violent extremist organizations and DO 2: Marginalized Populations Withstand Shocks and Stresses. In addition, the Development Program Specialist (Senior Coordinator) will further facilitate program designs for all new procurements contributing to CDCS.
The job holder will also play a crucial role in fostering and managing relationships between implementing partners, diaspora organizations, and other donors ensuring that partnerships align with USAID/Somalia strategic goals. They will identify opportunities, build relationships, negotiate agreements The job holder will also liaise with high-level representatives from the Federal Government of Somalia, the Federal Member States, multilateral organizations, and other development donors. The job holder will also serve as the Mission’s liaison to the United States Government’s (USG) stabilization interagency working group, coordinating closely with the State Department, the Department of Defense, and other USG agencies. The Development Program Specialist (Senior Coordinator) is a highly influential position and a strategic manager of the USAID Mission funding portfolio, and a leader of SLI activity design processes across mission offices.
The position requires occasional travel to Mogadishu, Somalia, in adherence with Mission standard operating procedures including those related to security and safety.
Description
Statement of Duties to be Performed.
Strategic Leadership and Partnership Oversight (70%)
• The Development Program Specialist (Senior Coordinator) is responsible for providing strategic and technical expertise, guidance, and oversight for Mission implementation of USAID/Somalia Country Development Cooperation Strategy DO 1 and DO2. DO 1 focuses on strengthening the capacity of targeted institutions to govern in a more legitimate manner to diminish the influence of violent extremist organizations. DO 2 focuses on enabling marginalized Somalis to more effectively withstand shocks and stresses. Currently, CDCS include staff and projects from three technical offices: Democracy and Stabilization, Economic Growth, and Social Services Offices. The Senior Coordinator will lead and direct integrated cross-sectoral project design and implementation efforts.
• Responsible for expanding the Mission’s network of influential partnerships, validators, decision-makers, and institutional leaders in the countering violent extremism and resilience spaces, preferably in Somalia. The Specialist will be responsible for identifying and building trust-based relationships that leverage resources towards the expected results under the CDCS. The job holder will establish, maintain and manage sensitive high-level relationships with the Federal Government of Somalia (FGS) and several Federal Member States. The job holder will liaise with several key FGS ministries, including the Ministry of Agriculture Planning and International Cooperation, the Ministry of Finance, the Ministry of Justice Endowments and Religious Affairs, the Ministry of Social Services and Development; Ministry of Interior, Federal Affairs, and Reconciliation, the Ministry of Interior, Local Government and Rural Development; the Ministry of Women and Family Affairs, and the State Ministers of Law and Planning. The job holder will facilitate frequent meetings with implementing partners, the Somali government, stakeholders and donors to guide cross-collaboration around DO 1 and DO 2.
• The job holder will guide the Democracy, Stabilization and Governance Team, the Economic Growth Team, and the Social Services Team to respond in a complete and timely manner to all DO 1 and DO 2 related requests from the Program Office Director, USAID/Somalia Mission Director, the USAID/Bureau for Humanitarian Assistance, the U.S. Ambassador to Somalia, USAID/Washington.
Responsibilities will include, but are not limited to:
o Providing recommendations and information to the Mission as part of the program activity cycle to ensure new and existing activities further Mission understanding of DO 1 and DO 2 theories and assumptions.
o Assisting in the identification of opportunities and potential local partners to further advance CDCS.
o Ensuring activities are prioritized to meet DO purposes.
o Providing timely analysis and reporting support to the Mission as requested on CDCS progress.
o Strengthening/fostering linkages, coordination, and integration across Mission offices and among implementing partners (IPs) under DO 1 and DO 2.
o Leading/overseeing stakeholder/partnership engagement related to DO 1 and DO 2.
o Chairing monthly DO coordination meetings.
o Facilitating coordination and collaboration between offices
o Writing internal communications documents, including handouts and emails, to inform team members of important notices.
o Reviewing/editing/ and approving materials created by others and offering suggestions for improvement.
o Presenting progress and results of tasks to management and other interested parties in person or in digital format
o Collating and documenting Mission examples of sequencing, layering, and/or integrating across USAID and/or non-USAID programming
o Conducting regular analyzes of processes and procedures, making adjustments when necessary.
o Drafting activity concept papers, specifically articulating the link of the activity to DO 1 and DO 2
o Ensuring the design is grounded in evidence, using existing analyses or commissioning new analyses (e.g., conflict sensitive analysis, political economy analyzes)
The Development Program Specialist (Senior Coordinator) will serve as the Contracting Officer’s Representative (COR) for the designated programs/projects/activities, guiding USAID’s substantial involvement in the activity and ensuring learning from the activity is utilized by USAID/Somalia’s portfolio of investments.
To contribute to the support and success of Mission activities under DO 1 and DO 2, the Specialist will engage implementing partners, key government officials, multilateral organizations, NGOs and other local organizations, USAID bilateral counterparts in the region, and donor and interagency working groups.
Sequencing, Layering, and Integration Facilitator (30%)
The Development Program Specialist (Senior Coordinator) will provide oversight of the Mission’s sequencing, layering, and integrating approach for DO 1 and DO 2 activities. This will include leading workshops to enhance coordinated area-based programming for the Mission. The Specialist will be responsible for ensuring that sequencing, layering, and integration is prioritized to contribute to the Mission’s DO 1 and DO 2. The Specialist will foster linkages, coordination, and integration across DO 1 and DO 2 activities Responsibilities will include, but are not limited to:
• Identifying or revalidating high-level parameters to guide the SLI process;
• Designing and facilitating the Mission’s area-based programming SLI approach in additional geographic areas in Somalia;
• Institutionalizing knowledge management approach/platform for key opportunities for coordination.
The contractor is eligible for temporary duty (TDY) travel to the United States, or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.

MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

Education
Master’s degree in political science, economics, public policy or administration, project management or related degree is required.
Language Proficiency
Fluency in both written and oral English (Level IV) and Somali is required.

A minimum of seven years of professional-level work experience in facilitation and strategy development and program/project/activity implementation working in the development sector at an International Organization, Donor Agency, Non-Governmental Organization or Embassy. Demonstrated experience leading teams and working collaboratively with diverse internal and external stakeholders is required.

Supervisory Relationship
The job holder is supervised by the Program Officer or designee within USAID Somalia, who establishes overall objectives and broad outlines of tasks to be performed. The Specialist handles work assignments independently with limited supervision and a high degree of initiative is expected. The Specialist develops his/her own work schedule, procedures for accomplishing tasks and independently resolves problems which may arise during accomplishment of objectives.
Supervisory Controls
The supervision of other USAID staff is not contemplated.

EVALUATION AND SELECTION FACTORS
The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. The technical evaluation committee may conduct reference checks, including references from individuals who have not been specifically identified by the offeror, and may do so before or after a candidate is interviewed.
Offerors who meet the minimum qualifications listed above will be evaluated and ranked according to the following job-related criteria. Top-ranking candidates will be invited for a skills test and an oral interview.
Job Knowledge (60 Points)
The job holder must have substantial knowledge of social, economic, political, and environmental issues in developing countries as well as thorough understanding of coordination and facilitation and familiarity with meeting facilitation techniques. The job holder must have knowledge of coordination and organizational principles for application in multi-cultural environments, ideally in an international development assistance setting. The Job holder needs to know how to analyze large amounts of disparate information.
Skills and abilities (40 Points)
Due to frequent interaction with external stakeholders in high stakes environments, the job holder must be able to perceive, use, understand, manage, and handle emotions and communicate effectively to ensure positive working relationships are maintained. The job holder should have the ability to plan, organize and facilitate strategic efforts that advance progress toward accomplishing development objectives, including participatory discussions and workshops; advisory and design support to technical teams; and identifying and leading internal and external collaborations. The Specialist must have excellent verbal and written communication skills in order to establish and maintain working relations and trust with Mission staff, Somali government officials, implementing partners, and other key stakeholders and to clearly communicate, expressing requirements and expectations to a wide range of individuals. In addition, the job holder should be self-motivated, work well within a team, and have good problem-solving and time management skills. The job holder should have strong attention to detail in evaluating the completion of various phases of a project and strong analytical skills to monitor progress of an undertaking and identify areas needing adjustment or improvement. The position requires critical thinking and problem-solving skills and willingness to manage multiple tasks at once and adhere to guidelines, budgets, and deadlines. The job holder should be an excellent presenter, facilitator and moderator.

USAID’S ZERO TOLERANCE FOR SEXUAL MISCONDUCT
USAID has a zero-tolerance policy for sexual misconduct with the goal of fostering a respectful, safe, healthy and inclusive work environment. USAID maintains policies and procedures to establish a workplace free of sexual misconduct as described in Agency policy atADS Chapter 113, Preventing and Addressing Sexual Misconduct.
By acceptance of the contract award, the contractor acknowledges having read, and agrees to abide by, the Agency’s ADS 113 policies and procedures.
SELF CERTIFICATION
Offerors must sign a Sexual Misconduct Self-Certification form [see hyperlink]related to sexual misconduct when submitting the offer. The signed form will be filed in the award file. If the offeror fails to submit a signed-certification, the offeror will be determined to be non-compliant to submission requirements and will not be considered for award.
- For the Apparently Successful Offeror:
- If Self-Certification response is “Yes”: In consultation with the Resident Legal Advisor (RLO) or General Counsel Acquisition and Assistance (GC/AA), the CO will request further details from the offeror.
- Event of False Certification: If the certification provided is found to be false, the offeror may be eliminated from consideration for the award. If the contract has been awarded, the false certification may be grounds for termination of the contract. The action may be punishable to the full extent of the law.
USE OF THE AGENCY’S MISCONDUCT PORTAL AND INQUIRIES MADE TO PREVIOUS COs FOR APPARENTLY SUCCESSFUL OFFEROR
The Office of Employee and Labor Relations (ELR) operates USAID’s Misconduct Reporting Portal. Prior to award, the CO will email ELR at [email protected] to identify whether Agency records include any prior disciplinary action related to sexual misconduct taken against the apparently successful offeror.
If the apparently successful offeror has previously held a Personal Services Contract at USAID, the CO will attempt to contact the previous administrating CO to inquire about previous disciplinary actions related to sexual misconduct against the apparently successful offeror.
NEW ENTRANT ORIENTATION (NEO)
For PSCs onboarded in Washington, the contractor must complete the information session on USAID’s zero tolerance policy for sexual misconduct as part of NEO. The CO will include documentation in the award file that the contractor has completed NEO and has been made aware of USAID’s zero tolerance policy for sexual misconduct.
For PSCs onboarded overseas, including CCNPSCs and TCNPSCs, the PSC must complete an online module related to USAID’s zero tolerance policy for sexual misconduct as administered by their cognizant CO as part of their onboarding process. The CO will include documentation in the award file that the PSC has completed the online module and has been made aware of USAID’s zero tolerance policy for sexual misconduct.
