The U.S. Mission in Nairobi is seeking eligible and qualified applicants for the position of Senior Management and Finance Specialist in US Army Medical Research Directorate-Africa (USAMRD-A) PEPFAR in Nairobi

Description

  • The Senior Management and Finance Specialist reports directly to the PEPFAR Country Director and supervises one driver.
  • Job holder plans, manages and oversees all administrative, logistical, financial, procurement and reconciliation functions for US Army Medical Research Directorate-Africa (USAMRD-A) PEPFAR program implementers in Kenya as well as USAMRD-A/Kenya PEPFAR management and operations, which together total over $16 million annually.
  • The Senior Management and Finance Specialist will serve as Acting Country Director and Acting Deputy Country Director as needed.
  • Specialist strategically manages and liaises on a senior level all issues pertaining to PEPFAR finances, including budgeting, management and expenditure reporting as well as Country Operational Plan (COP) development.
  • Specialist serves in an important liaison role between USAMRD-A PEPFAR, Walter Reed Army Institute of Research (WRAIR) headquarters, the Government of Kenya and implementing partners.
  • The specialist will also lead office operations related to human resources, travel, communications and procurement.

Education

  • Master’s Degree in Business Administration, Finance or Accounting is required.
  • LANGUAGE: Level IV (Fluent) written/spoken, including the ability to translate is required. Level III (Good working knowledge) written & spoken of Swahili is required

More Details on Experience

  • This position requires a minimum of five years of experience of progressively responsible professional experience in finance, budget, and administrative management in a U.S. Government agency or a health-related international development organization

JOB KNOWLEDGE:

This position requires comprehensive technical knowledge of budget development, execution, analysis and accounting procedures and methods for financial management of complex health or relevant development programs.

SKILLS AND ABILITIES:

  • Must have excellent interpersonal, organizational skills and ability to meet tight deadlines and work independently to make sound judgment and good analytical decisions.
  • Incumbent must have advanced skills in project management and the use of budget management database software and computer applications/spreadsheets for preparing financial reports. Familiarity with PEPFAR/USG reporting platforms such as DATIM, FACTS Info, PROMIS databases. High level professionalism required.
  • Standard numerical skills are required for this position and this entails manipulation of numbers where speed and detailed calculations are involved. The purpose of having standard in numerical skills is to enable the job holder to accurately collect data, analyze multiple excel sheets, interpret the data analytical outputs and utilize them to guide programming while applying accounting skills
