Summary
The position holder will be responsible for carrying out effective procurement of goods and services and ensuring that the scheme complies with the Public Procurement, Disposal Act and Regulations, The RBA and PFM Acts and all applicable regulations. The officer shall also ensure that the processes are conducted within the approved policies and procedures.
Description
- Prepare quotations, tenders and proposals in accordance with KPAPS procurement policies;
- Develop and maintain an up to date suppliers’ database;
- Maintain and monitor contracts by ensuring that all documents are kept current and complete and that vendor performance is in line with agreed requirements;
- Analyse and process purchase requests forwarded to Procurement Office for action from the user departments;
- Notify user departments of re-order levels for items purchased in bulk;
- Prepare and process purchase orders and documents in accordance with Scheme’s policies and procedures;
- Maintain a comprehensive record–keeping and monitor system for all procurement transactions and liaising with relevant user departments on disposal of obsolete and scrap materials;
- Preparation of monthly, quarterly/annual procurement plans/reports; and
- Maintaining business relationships with vendors and suppliers.
Education
Bachelor’s Degree in any of the following disciplines: Purchasing and Supplies/procurement Business Administration/ Management, Commerce or its equivalent
Must have a Certification in Procurement or Logistics or its equivalent from a recognized institution

Must have at least six (6) years of experience in a comparable position from a reputable organization

- Must be fluent in both English and Kiswahili

- Must be conversant and knowledgeable of Public Procurement procedures and systems
- Must have leadership and supervisory skills
- Must have good communication skills
- Must have knowledge in conflict management and problem-solving skills
- Must have team building, negotiation, organizational and sound interpersonal skills.
- Must be able to work under pressure.
