Lead Project Portfolio Manager – Education

Summary

To lead all aspects of Project Portfolio management and implementation, quality assurance of implementation processes, plans and budgets, project results, donor reporting, performance management and accountability, in line with all compliance requirements, VSO’s volunteering for development (V4D) approach, policies and procedures.

Location- Supporting the VSO global portfolio – can be based in any
VSO location where there is a branch office or employer of
record

Description

  • Provide sound management oversight to all project leads in the relevant portfolio - monitoring progress across implementation planning, quality assurance, safeguarding and security, scale, reach and impact, behaviour and conduct, reviews, reporting, budget execution and accountability processes.
  • Build implementation capacity through the development and improvement of systems, process, and tools.
  • Supervise Project Implementation Leads; maintain performance levels, hold project implementation teams accountable for delivery of results; duty of care, quality, time and activity in line with results framework, budgets, and project plans.
  • Deliver value for money in volunteering for development measured by primary actor focus and contribution to building credibility with donors.
  • Support the development and implementation of robust risk mitigation strategies of identified risks;
  • Support proposal development processes in the programme lead role; contribute to the growth of the program and VSO’s organisational development.
  • Liaise with external stakeholders of portfolio; work effectively and collaboratively with donors, governments, and partners; deliver quality and timely stakeholder accountability.
  • Act as the primary contact person for internal stakeholders; in relation to portfolio providing briefings and reports.
  • Develop capabilities of project teams; build capacity to implement quality projects through accompaniment.
  • Meet reporting requirements on time and with quality, providing narrative on management information.
  • Identify risks across the program portfolio, drive robust risk mitigations strategies; monitor and report on the quality of risk management and manage the implementation of quality assurance systems and processes.
  • Ensuring project implementation teams are able to engage, internally and externally, beyond the remit of their programme and effectively share knowledge, experience and business intelligence.
  • Ensure project implementation teams are proactive in seeking/discussing project renewal

Collaboratioon, Networking

  • Collaborate with People Resourcing and Set-up team to plan and coordinate effective delivery of high-quality technical support and supervision to Project implementation teams.
  • With Donor Partnership Lead closely monitor donor trends and keep track of developments in the sector; identify risks to the portfolio and articulate program development opportunities
  • Collaborate with Learning Lead and wider Organisation Development team to build
    implementation capacity through the development and improvement of systems, process, and tools.
  • Collaborate with Partnership Leads to identify opportunities for multi stakeholder partnerships, collaboration, and knowledge sharing.
  • Collaborate proactively with donor partnership lead to respond to all donor requirements; deliver high quality briefings and reports; share lessons; monitor major policy developments and provide regular updates for management information and decision making.
  • With People Lead, lead the hiring, onboarding and performance management processes for project leads across the portfolio.
  • Capture learnings and insights from implementation; collaborate with people and
    learning leads to organise regular management meetings, reviews and learning events.

Education

  • Relevant graduate degree (eg development studies, business,
    public administration) or equivalent experience

More Details on Experience

  • Significant programme management systems and/or delivery experience; with proven track record managing large and complex multi-donor funded portfolios.
  • Substantive experience leading high performing geographically dispersed projects teams in challenging multi country and/or multicultural environments.
  • Excellent cross-cultural communication (both oral and written in fluent English) and interpersonal skills demonstrated by ability to interact professionally with culturally diverse staff, stakeholders, clients and consultants.
  • Advanced digital skills including proficiency in Microsoft Office programs (Excel spreadsheets, word processing, power point, and electronic mail and use of enterprise-wide information systems

Strong political and cultural awareness and sensitivity

Knowledge and understanding of the role of volunteering in development, including previous volunteering experience.

Excellent interpersonal and coaching skills; a trusted advisor and leader in one of the areas of education, health, livelihoods, and resilience programming.

Knowledge and understanding of social inclusion, social accountability, and resilience.

Fluency in written and spoken English (additional language abilities – welcome).
