Summary
Our client, a professional governing body in Kenya, wishes to recruit a highly competent, passionate, dedicated and results-oriented professional to fill the position of Deputy Director, Research, Strategy, Planning & Performance Management.
Reporting to the Director responsible for Research, Strategy, Planning and Performance Management, the Deputy Director is responsible for coordinating the development, implementation, monitoring, evaluation and review of the Council's strategic plans, policies, programmes, projects, performance management systems, research initiatives and risk management frameworks. The position provides technical leadership in strategic planning, policy analysis, performance contracting, monitoring and evaluation, institutional research and organizational performance improvement to support evidence-based decision-making and achievement of the Council's mandate.
Description
Duties and responsibilities shall entail:
- Coordinate the development, implementation, monitoring, review and evaluation of the Council's Strategic Plans.
- Coordinate preparation, implementation and review of annual work plans, budgets and operational plans.
- Coordinate development, review, dissemination and implementation of organizational policies, strategies, frameworks and guidelines.
- Provide technical advice to Management on strategic planning, policy formulation and organizational performance matters.
- Coordinate the development, implementation, monitoring and evaluation of Performance Contracts and Performance Management Systems.
- Coordinate monitoring and evaluation of programmes, projects and strategic initiatives and prepare performance reports.
- Undertake and coordinate institutional research, surveys, feasibility studies and policy analysis to support evidence-based decision-making.
- Coordinate organizational risk management processes including risk identification, assessment, mitigation, monitoring and reporting.
- Generate annual performance, statistical and management reports for decision-making.
- Coordinate alignment of organizational strategies, programmes and projects with national development priorities and sector goals.
- Support resource mobilization initiatives through proposal development, partnership coordination and donor engagement.
- Coordinate stakeholder consultations, validation workshops and dissemination of research findings, policies and strategic documents.
- Promote data-driven decision-making through collection, analysis, interpretation and reporting of organizational data.
- Coordinate implementation of monitoring, evaluation, learning and reporting frameworks.
- Supervise, mentor and develop staff within the Department.
- Prepare departmental work plans, budgets, procurement plans and performance reports.
Education
The successful candidate must possess:
- Master’s Degree in Economics, Statistics, Economics and Mathematics, Economics and Statistics, Economics and Finance, Strategic Management, Public Policy, Monitoring and Evaluation, Development Studies, Project Planning and Management or a related field from a recognized institution.
- Bachelor's Degree in Economics, Statistics, Economics and Mathematics, Economics and Statistics, Economics and Finance, Strategic Management, Public Policy, Monitoring and Evaluation, Development Studies, Project Planning and Management or a related field from a recognized institution.
- Membership to a relevant professional body and in good standing where applicable.
- Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution.
- Proficiency in computer applications.

The candidate must have:
- Served in the grade of Research, Strategy, Planning and Performance Management Officer for a minimum period of ten (10) years
- Demonstrated merit and ability as reflected in work performance and results.
