Summary
Our client, a professional governing body in Kenya, wishes to recruit a highly competent, passionate, dedicated and results-oriented professional to fill the position of Deputy Director Human Resource & Administration.
Reporting to the Director Corporate Services, the Deputy Director Human Resource & Administration is responsible for providing strategic leadership and oversight in human resource management, organizational development, workforce planning, talent management, performance management, employee relations, learning and development, compensation and benefits administration, and administrative support services. The position ensures that the Council attracts, develops, motivates, and retains a competent workforce capable of delivering its strategic mandate.
Description
Duties and responsibilities shall entail:
- Coordinate development, implementation, review, and monitoring of Human Resource and Administration policies, procedures, frameworks, and strategies.
- Lead workforce planning, staffing analysis, succession planning, and talent management initiatives.
- Coordinate recruitment, selection, induction, deployment, promotion, transfer, and separation processes.
- Oversee implementation of performance management systems, performance contracts, staff appraisals, and performance improvement initiatives.
- Coordinate employee learning and development programmes, training needs assessments, mentorship, and leadership development initiatives.
- Oversee employee relations, disciplinary processes, grievance management, conflict resolution, and industrial relations matters.
- Administer staff compensation, payroll, pensions, gratuity schemes, medical insurance, and employee welfare programmes.
- Maintain staff establishment records, job descriptions, organizational structures, and human resource information systems.
- Coordinate job evaluation, organizational design, and career progression initiatives.
- Ensure compliance with labour laws, public service regulations, governance requirements, and human resource policies.
- Coordinate administration services including records management, office administration, transport, fleet management, workplace safety, and outsourced services.
- Promote staff engagement, wellness, diversity, inclusion, and workplace productivity initiatives.
- Coordinate preparation of departmental budgets, procurement plans, work plans, and performance reports.
- Support implementation of HR automation, digital transformation, and human resource information systems.
- Supervise, mentor, coach, and evaluate staff within the Department.
Education
The successful candidate must possess:
- Master's Degree in Human Resource Management, Public Administration, Business Administration, Industrial Relations, or a related field from a recognized institution.
- Bachelor's Degree in Human Resource Management, Public Administration, Business Administration, Industrial Relations, Social Sciences, or a related field from a recognized institution.
- Certified Human Resource Professional (CHRP-K) qualification.
- Membership of the Institute of Human Resource Management (IHRM) with a valid practising certificate.
- Leadership Course lasting not less than four (4) weeks from a recognized institution.
- Proficiency in computer applications.
