General Job description

The Assistant Development Officer is responsible for providing assistance and support for the on-going service delivery of the Daughters of Charity programmes in Kenya through developing project proposals/ grant applications, Programme Implementation, Reports writing, Monitoring and Evaluation, Strategic Planning and resource mobilization and fundraising.

Description

Assist the Development Officer in the following

Programme Planning and Development

  • Help to develop innovative approaches and models that will bring sustainable growth in project implementation in line with strategic plans.
  • Ensure policies and procedures governing the implementation of programmes are in place and implemented.
  • Prepare an annual programme plan and oversee annual budgets for each project location.
  • Development of funding proposals targeting existing and new funding agencies both overseas and local.
  • Help each location to draw up a strategic plan every 3 years.

Programmes Implementation

  • Help to develop project work plans in accordance with the specifications and funding limitations and oversee its implementation within the required time frame and period
  • Provide technical advice and guidance to Project Managers in the implementation of their projects.
  • Write communications, promotional literature, newsletters etc as requested by funders or the Mission Coordinator.

Monitoring and Evaluation

  • Organize/perform field- work to ensure project objectives are met as per the monitoring plan.
  • Follow up on issues raised in field findings/reports and offer solutions/guidance.
  • Prepare and maintain records, narrative and financial reports and any other report as may be necessary.
  • Compare annual project plan/financial budget against actual activities, monitor variances and ensure corrective measures are taken.
  • Ensure that all activities implemented are in compliance with funding agreements, policies and other regulatory requirements.
  • Monitor and report on Child Protection and Safeguarding activity and training in each location.
  • Hold monthly development office staff meetings.

Project Evaluation

  • Facilitate progressive evaluation of each project to assess its effectiveness, relevance efficiency and impact and recommend strategies for improvement when necessary.
  • Ensure that applications submitted by local administrators are in line with policy, procedure and Daughters of Charity charism before approval and submission.
  • Facilitate learning/training forums to assist Project Managers/staff development and growth.
  • Organize external evaluations for each project location every two to three years

Funding

  • Develop contact with possible in-country and overseas donors.
  • Help administrators to access more local funding, especially government funds.  
  • Keep a record of contacts and promises made by various donors.

Other duties

  • Arrange monthly meetings with the Kenyan Mission Coordinator
  • Send out timely reminders to project managers regarding applications and reporting time as per donor requirements/schedule.
  • Call for and review quarterly reports
  • Ensure all applications are uploaded, online, at least 2 days before the date of submission
  • Ensure that individual location project files are kept updated
  • Ensure that all funding applications and reports are filed in date order
  • Liaise with Mission Development Office – Ireland as necessary

Education

  • Have a Masters/Bachelor’s degree in Project management. 
  • Have proficiency in Microsoft Office Suite (Word/Excel & PowerPoint)

More Details on Experience

  • Minimum of 5 years of experience in the project development field.
  • Experience in community engagement and development projects
  • Experience or knowledge on project management (applying for, managing and reporting on grant-funded projects etc.)
  • Understanding of Monitoring and Evaluation of projects
